From what i know and trying my friends Tour

Like:
1. Tours are designed for Dual Mode (GSM + CDMA with single on), so that can be used on any network in the world. Its just nice to have as features.  2. Has a 3.2 MP Camera + Flash with Auto Focus.
3. Sharper screen (although the same resolution with Javelin, but IMHO, more sharply than the Javelin). If I read the spec blackberry.com, written HVGA Tour screen. yes maybe that's caused.
4. 3G! Of course. Faster data transfer. Network selection between 2G and 3G or both. CDMA and Global (perhaps Global auto switch between GSM and CDMA ... I do not use this so I do not know).
5. Firmware 4.7. Maybe it looks like at Javelin, but with a menu structure similar to the Storm (with dropdown menu, etc).
6. Profiles/Ringtone not out as the first. If OS 4.6 we have to set 2 profile. In and Out of holster, the Tour does not need anymore. He had split-separate, Phone - Message - Messaging - Other. Then we also set a course. There will only option for vibrate in holster only, OFF, or custom. so very select ringtone (for me it is more compact).
7. Keyboard/Keypad. Absolutely better than Javelin, more soft, not noisy .. Although, IMHO, is still more comfortable keypad layout bold because wider. I think to type in the long run, be more comfortable Bold because wider problem was.
8. Media - it looks more like Storm (there is a sliding animation when changing the picture) just does not touch screen operation. PLUS: now scrolling images can be done with trackpad. No image stabilizer picture.

I do not like:
1. More wasteful batteries if we use 3G networks.
2. If you need a new copy of the photos in large quantities to your memory card to it, it takes time to load all the pics.
3. Heavy. Although the specification was more severe Bold, but because the tour is smaller than the Bold, so the tour was harder than the Bold (probably the law of equity field hehehe)
4. Ringtone loading a little slow. I think just begining because he had to read and loaded into the cache but until night was still slow. Jave and bold more faster for a preview and select the ringtone.
5. Activation Required 9630 because they were based CDMA, GSM simcard menu so not out here
G. Also can not check the automatic toll so (eg * 123 # / * 888 #). If you want to check pulse, you must must make a call.. Since I use post-pay, so not influence .. but for this prepayment its quite annoying.

Oppinion:
9630 is a combination of Blackberry Bold (keypad) + Jave (upper part) + Storm (OS) and the new battery cover design. Because the new, eye catching still  for you blackberryholic. Overall is Very Good
